Google has published an updated version of its Google Play Terms of Service, introducing new language around system services, background mobile data usage, and subscription billing. The revised terms will take effect on July 29, 2026, and primarily focus on clarifying how Google Play operates rather than introducing new platform features.
One of the most significant additions is a dedicated “System Services” section. The updated terms explain that Google system services include Google Play Store, Google Play services, and Android operating system updates delivered to certified Android devices. Google also states that these services may continue to communicate with its servers and download updates in the background, even when users are not actively interacting with their devices.
The revised agreement also makes it clear that background activity generated by these services may consume mobile data. While this behavior already existed, Google has added explicit language noting that users remain responsible for any carrier charges associated with cellular data usage resulting from background updates or system processes. The clarification comes months after the company reached a settlement in litigation concerning allegations that Android devices transmitted cellular data while idle without users’ knowledge.
Another notable change affects recurring subscriptions purchased through Google Play. Under the updated terms, Google may process automatic renewal payments up to two days before the next billing date, compared with the previous policy allowing charges up to one day in advance. The company notes that subscriptions will continue to renew on their scheduled dates despite the earlier payment processing window.
The updated agreement also contains revised wording intended to improve readability and provide greater transparency around how Google Play functions, including explanations of software updates, system components, and payment processing. While most of the revisions are editorial rather than policy changes, they provide users with more detailed information about the services running on certified Android devices.
Google said the revised Play Terms of Service will automatically apply to users beginning July 29, 2026. Until then, the current version of the agreement remains in effect.
