Apple opens Brazil App Store to licensed betting apps under new gambling rules

Apple has updated its App Store policies in Brazil to allow licensed fixed-odds betting apps on iOS devices, marking a shift in how gambling services can operate within the country’s mobile ecosystem.

The policy change follows recent regulatory developments in Brazil’s betting market, where licensed operators are now permitted to offer sports betting and iGaming services under the supervision of the Secretariat of Prizes and Bets (SPA) within the Ministry of Finance.

Under the updated rules, developers offering gambling-related features can distribute their apps on the Brazilian App Store only if they hold a valid fixed-odds betting license issued by the SPA. Apple said the change applies to apps identified as containing gambling features through the App Store Connect age rating questionnaire.

Apps categorized under gambling will automatically receive an 18+ age rating in Brazil.

To begin the approval process, developers must submit a new version of their app rather than simply updating licensing information in App Store Connect. Apple stated that submitting revised review information alone will not trigger a compliance review.

As part of the review process, operators are required to include licensing details in the App Review Information section, enter the same information in the review notes field, and upload supporting documentation confirming authorization to operate in Brazil.

The company also said betting apps must comply with local disclosure requirements related to gambling risks, age restrictions, and consumer protections.

The update represents a notable change in Apple’s approach to gambling apps in Brazil, where restrictions on iOS betting apps had previously pushed many operators toward browser-based products and progressive web apps instead of native mobile apps.

Industry observers expect the policy change to increase the visibility of regulated betting operators while creating clearer distinctions between licensed and unlicensed services in the market.

The availability of native iOS apps may also affect acquisition and retention strategies for betting companies operating in Brazil. Mobile devices account for a significant share of betting platform usage in the country, and native apps provide operators with additional tools such as push notifications and integrated customer engagement features.

The policy update aligns Brazil more closely with several European markets where licensed betting apps are already permitted through Apple’s App Store, reflecting the continued expansion of regulated online gambling frameworks globally.
